I don't think it was a set up. I think it was a savy mayor who say a chance to get some great publicity for his town. I bet his daughter, the waitress, was excited and called him when these guys with a camera crew came in. The mayor say a chance to get world-wide advertising for his town - for free - and took it. Since he was genuinely a nice guy in addition to being the mayor, he invited them to stay with him and personally showed them around.
